The judgment dismissing the plaintiff’s claim against Dr. Baumwoll is vacated. The tribunal’s decision as to Dr. Baumwoll is to be replaced by a decision that the plaintiff’s offer of proof, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry.
